New per-message pricing model, effective October 1, 2026
What changes on October 1, 2026
Four changes affect what you pay each month:
- Service messages become chargeable. Any reply that is not a template (free-form text, image, document, etc.) sent within the customer service window is charged per message.
- Every business phone number gets 1,000 free service messages per month. You are only charged from message 1,001 onwards. The allowance resets each month and does not carry over.
- Utility templates inside the customer service window are no longer free. Until September 30, 2026 they were not charged; from October 1 they are charged like any other utility template.
- Meta Business Agent is a new category and is charged separately, per token. It has been chargeable since August 1, 2026, at USD 2.00 per million tokens (roughly 4 to 5 cents per message). It is not charged by country or by message, and it is never free: not inside the 24-hour window, and not inside the 72-hour free window either.
How it works
WhatsApp Business Platform charges based on the type of message you send, not per conversation. Every template message delivered generates a charge, with a few specific exceptions.
From October 1, 2026, this model also extends to messages that are not templates: Service messages and Meta Business Agent messages.
Template types
- Marketing templates: messages not related to previous interactions, such as promotions, discounts, welcome or closing messages, recommendations, action requests, among others.
- Utility templates: related to transactions, shipping updates, post-sale notifications, payment alerts, etc.
- Authentication templates: used to verify the user’s identity with one-time passwords (OTP), including in multi-step verification processes. They must be predefined messages that can include security warnings, validity notes, and an OTP button. They cannot include links, media files, or emojis.
Non-template message types
Messages that are not templates fall into two categories:
- Service: replies sent by a person (for example, a customer service representative) or by a third-party AI solution. This is the category that exists today.
- Meta Business Agent: replies generated by the Meta Business Agent platform. This is a new category, with a charging mechanism unlike the rest: it is charged per token consumed, not per message.
Meta Business Agent pricing
Unlike every other category, Meta Business Agent is not charged per message and does not vary by country: it is charged per token, at a single global rate.
- Rate: USD 2.00 per 1 million tokens.
- A typical message consumes between 20,000 and 25,000 tokens, which works out to roughly 4 to 5 US cents per message.
- The final cost varies with the complexity of the reply: simple queries consume fewer tokens and cost less; longer or more complex interactions consume more and cost more.
This category became chargeable on August 1, 2026.
Charging rules
- Every template delivered generates a charge, determined by its category and the recipient’s country.
Until September 30, 2026, utility templates sent within an active service window (24 h) were free. From October 1, 2026, they no longer are: they are always charged, whether or not they fall inside that window. - If several templates of different categories are sent, each one is charged separately.
- Messages sent during the 72-hour free window triggered by a click-to-WhatsApp ad are not charged, regardless of category, with the exception of Meta Business Agent, which is always charged per token.
- Every business phone number gets 1,000 free Service messages per month. From message 1,001 onwards, the Service rate for that country applies. This allowance does not carry over from one month to the next.
Contacts started from a click-to-WhatsApp ad
When a user starts the contact through a click-to-WhatsApp ad or a call-to-action button on Facebook, that first contact is not charged.
In these cases, the business gets a 72-hour window during which it can send messages from different categories at no cost and without that triggering a category change.
Important: the cost of the ad itself still applies. What is free is the contact started from that ad.
1. When are you charged?
Meta charges for every message delivered that a business sends to a user.
The price depends on:

- The recipient’s country, based on the phone prefix.
- The message category: Marketing, Utility, Authentication, Service or Meta Business Agent.
- For Meta Business Agent, the charge is per token consumed, not per country or per message.
2. Which messages are free?
a. Replies within the service window (24 hours)
When a user starts the contact, a 24-hour window opens.
Until September 30, 2026, within this window you could reply for free with Service messages (non-template) and with utility templates.
From October 1, 2026, this changes:
- Utility templates are no longer free inside the window: they are always charged.
- Service messages are no longer free without limit. Each number gets 1,000 free Service messages per month; beyond that limit, the country’s Service rate applies.
- Meta Business Agent messages are never free inside this window: they are always charged per token.
This window resets every time the user sends a new message.
b. Free window of up to 7 days from an ad or button
If the user starts the contact through a click-to-WhatsApp ad or a call-to-action button on Facebook, and the business replies within the first 24 hours, a free window is activated. This window can last up to 7 days. During this window, the business can:- Send templates of any category at no cost.
- Send Service messages at no cost, as long as the 24-hour window is still active.
3. Volume discounts
Meta applies automatic volume discounts to the Utility and Authentication categories, based on monthly message volume.
- Discounts are calculated per country and category.
- Each volume band has a lower rate than the previous one, down to 25% below list in the highest band (30% in India). Discounts apply automatically and only to the messages within each band, so the effective saving depends on your total monthly volume.
- Service messages have no volume discount: they are always charged at the country’s flat rate, beyond the monthly allowance of 1,000 free messages.
4. Worked example
A business takes the following actions within the same hour:
- Sends a Marketing template. → Charged.
- Meta Business Agent answers a user question about the product. → Charged per token.
- The user asks to speak to a person and a customer service representative replies. → Charged as a Service message, unless that number still has free messages available that month.
- The business sends a utility template confirming the order. → Charged.
Until September 30, 2026, the representative’s reply (step 3) was not charged. From October 1, 2026 it is charged like the rest, except for the first 1,000 free Service messages of the month.
If these same actions took place inside the 72-hour free window from an ad, the Marketing template, the utility template and the representative’s reply would have no cost. The Meta Business Agent reply would still be charged, because it is never covered by this exception.

Volume discounts (tiers)
You can access reduced rates for Utility and Authentication templates based on the number of messages sent per month.
Tier accrual
- Messages are counted at business portfolio level, meaning all messages sent from all WhatsApp Business Accounts (WABAs) belonging to the same business are added together.
- To determine the applicable rate in a given month, messages are grouped by market–category pair (for example, Brazil–Authentication, Brazil–Utility, Mexico–Authentication, etc.).
- Only messages that generate a charge are counted. The following are therefore excluded:
- Utility templates delivered within a 24-hour service window.
- Utility templates delivered during a 72-hour free window after an ad click.
Key features
- Tiers are specific by market and category: volumes are calculated by country or region (for example, Brazil or Rest of Latin America) and by message type (Utility or Authentication).
- Rates apply per tier reached: if a business reaches a given volume within a market–category pair, the rate for that tier applies only to the messages within that same tier and category. This rate applies across all WABAs in the portfolio.
- Tiers reset every month: at 00:00 (local time of each WABA), the message count returns to zero and starts accruing again.
Service messages and Meta Business Agent messages have no volume tiers.
Volume discounts for Utility templates
Utility templates in WhatsApp Cloud API are all messages related to transactions, shipping updates, post-sale notifications, payment alerts, and similar.
This system allows the cost per message to decrease as your message volume increases.
It’s important to understand that:
1. Each tier applies its own rate only to the messages within that specific range.
2. The total is not recalculated using a single percentage: the system applies progressive block pricing.

Volume discounts for Authentication templates
Authentication templates in WhatsApp Cloud API are all messages used to verify user identity through one-time passwords (OTP), including in multi-step verification processes. These must be predefined messages that may include security warnings, validity notes, and an OTP button. They cannot include links, media files, or emojis.
This system allows the cost per message to decrease as your message volume increases.
It’s important to understand that:
1. Each tier applies its own rate only to the messages within that specific range.
2. The total is not recalculated using a single percentage: the system applies progressive block pricing.

Volume discounts for International Authentication templates
International authentication templates in WhatsApp Cloud API are all those used to verify user identity through one-time passwords (OTP), including multi-step verification processes. These must be predefined messages that may include security warnings, validity notes, and an OTP button. They cannot include links, media files, or emojis. They apply only to the following countries: Bangladesh, Egypt, India, Indonesia, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Nigeria, Oman, Saudi Arabia, Sri Lanka and Ukraine
This system allows the cost per message to decrease as your message volume increases.
It’s important to understand that:
1. Each tier applies its own rate only to the messages within that range.
2. The total is not recalculated with a single percentage: the system uses progressive block pricing.
